State Civil Service System Needs Major Reform

Tennessee's civil service system is inefficient, unfair and outdated, a report by the Comptroller's Division of State Audit suggests.
The system, developed in 1939, centralizes the process for people who wish to apply for civil service jobs within the state's Department of Human Resources. The department maintains lists, or registers, of potential candidates for job openings.
This system is fundamentally flawed. For example, the human resources department ranks the potential candidates and recommends them to whichever state departments or agencies have job openings. This is inefficient because in many cases the top-ranked candidates are not interested in or may not actually be qualified for the open positions. The ranking process itself lacks transparency, so neither other departments and agencies nor candidates know exactly how the process is conducted.
Also, the registers are often top heavy with current state employees to the exclusion of people who wish to enter state service. And job openings are not always posted if human resources officials believe they have suitable pools of applicants for those positions.
The system also allows employees with more seniority to "bump" less senior employees out of jobs, which can set off chain reactions that displace numerous employees.
The Comptroller's report, which was released today, recommends that the current system be replaced with a decentralized system that would give departments and agencies the ability to screen and hire applicants directly.
"The civil service system was designed to meet the needs of Tennessee coming out of the Great Depression. It met the needs of the first half of the twentieth century, but a lot has changed and our system needs to change to meet the needs of the twenty-first century," Comptroller Justin P. Wilson said. "About 34,500 employees have civil service jobs with the State of Tennessee. The system used to hire them needs to be as efficient, fair and transparent as possible."

State Bond Refinancing to Save Taxpayers More Than $34 Million

The State of Tennessee refinanced $456 million in general obligation bonds last week that will save taxpayers more than $34 million in interest costs. Refinancing the bonds in this fiscal year created $34,031,900 of present value savings that will be realized over the life of the bonds, which mature annually through fiscal year 2028. The state also refinanced debt last fall that will produce $3,287,600 in present value savings over time. The actual amount of savings is higher overall in comparison to the amount of present value savings.
"Just as it sometimes makes sense for homeowners to refinance their mortgages when interest rates are low, we look for opportunities to refinance portions of the state's debt when market conditions are advantageous," Comptroller Justin P. Wilson said. "I am very pleased that we were able to refinance these bonds and create a significant savings for our taxpayers. This is one example of how Tennessee government is efficiently managing its finances on behalf of its citizens."

Search for Person Allegedly Seen in Trunk of Car Involves Two Counties

Sunday afternoon had officials from two counties looking for a vehicle with an individual who was reportedly seen waving from a trunk of a car. Was it a hoax? It’s hard to say but authorities from both Marshall County and Maury County, along with a trooper from the Tennessee Highway Patrol were all in pursuit of a blue Toyota car around 4pm on I-65. Reports say that what was believed to be viable information from a passing motorist indicated that the person in the trunk reportedly stuck his or her fingers out of the trunk, waved and briefly exposed their face before closing the trunk. Authorities searched an area from near the 21 mile marker and northbound lanes but were unable to locate the driver nor the subject. A vehicle similar to the one officials were looking for was pulled over in a traffic stop but officials determined it was not the vehicle they were looking for. As of last reports, the vehicle had not been located. |

The MCHS Freshman Chorus and Concert Choir will perform the annual Sacred Concert on Thursday, February 23 at First Baptist Church, Lewisburg. The concert features the 72-voice choir as well as solos and small groups singing hymns, sacred songs and spirituals. The concert begins at 7:00 p.m., free, and is open to everyone. Come out and support the MCHS Freshman Chorus and Concert Choir! |

Kindergarten registration 2012-13
Kindergarten registration for the 2012-2013 school year will be held on Thursday, March 29. Parents who plan to enroll their child in the Lewisburg area (Oak Grove, Westhills, Marshall Elementary) will register at the Lewisburg Gas Department (back conference room) from 1:30 to 5:30 p.m. Cornersville Elementary students will register at Cornersville Elementary School and Chapel Hill Elementary students will register at Chapel Hill Elementary School between the hours of 3:00 and 6:00 p.m.
Parents who are registering their children should bring the following information:
1) Official birth certificate (original or certified copy; not mother’s copy)
2) Child’s social security card
3) Proof of Marshall County residency
4) Current physical examination
5) Official state of Tennessee immunization record (not blue card)
If you lack any of these documents, please bring what you have to registration on March 29.
Children must be 5 years old on or before September 30, 2012, in order to attend kindergarten during the 2012-2013 school year.

Tennesseans Invited to Vote Early

Secretary of State Tre Hargett invites Tennesseans who plan to cast ballots in the March 6 presidential primary to vote early if they wish.The early voting period continues through Feb. 28 and citizens may vote Mondays through Saturdays until that date. Early voting gives people with busy schedules more flexibility about when they cast their ballots. In the last presidential election, about 58 percent of Tennesseans voted early. Whether you vote early or on Election Day, Tennesseans should remember to bring valid state or federal photo identification with them to the polls. Tennessee’s 95 counties conduct early voting at their local election commission offices.

Join WAXO tomorrow morning as we welcome back to our studios Detective Jimmy Oliver for our February edition of Crime Stoppers. Detective Oliver will be highlighting a case of a Marshall County Jail inmate who walked away from work detail last Friday. WAXO spoke to Detective Oliver today and learned that the inmate was considered to be a “minimum risk” and was allowed work detail as part of his incarceration. Jason Brian Hargrove, age 29, reportedly left his job at the Marshall County Recycle Center last Friday, February 17th and has not been seen since. According to reports, Hargrove is 5 feet, one inch tall and weighs approximately 140 lbs. If you know the whereabouts of this individual, please call Marshall County Crime Stoppers at 359-4867.
